Well now. How did I miss this topic? This is right down my area of expertise.
If you are looking for a GOOD free art program? I would have to say Open Canvas. (http://en.wikipedia.org/wiki/OpenCanvas) While the new versions are Japanese and you have to pay for, there is a free, I think beta version, of Open Canvas. Open Canvas supports the ability to emulate many different kinds of brushes and has layers. Think about it being like the chat program art thing but with the ability to undo and support for layers.
One of the other things Open Canvas supports is the ability to connect with other people and do a collaboration art drawing. It's like how people do on the chat program except that you can restrict who is in and you all have your own layers so you won't have people irrevocably shooping your artwork... XD
Most people use Hamachi to do collaborative art drawings these days.
Open Canvas, as with any drawing on the computer at all, is best used in conjunction with a drawing tablet. (http://en.wikipedia.org/wiki/Graphics_tablet)
Download Open Canvas here. (http://wistinga.online.fr/opencanvas/)
I don't recommend drawing in GIMP because it's not made for that sort of thing. It's supposed to be like Photoshop, which its self, isn't good for drawing in.
I know about a lot of other programs but to be honest with you, Open Canvas is pretty much the best one you can use.
Depends on how complex you want I suppose... Using torrents you can get just about anything for free XD
Please don't talk about or support wares / piracy on these forums. Thanks.
I know it seems cool, I did it when I was younger as well. But these programs are not "free", especially to the people who worked real hard to make them. Especially art programs, those being some of the hardest to make.
Music on the other hand takes absolutely no talent or skill to produce these days. Download as much of that as you want. :p
(Me being a mod I have to say that I was joking about the above statement. Don't do it. The recording industry will hunt you down and put you in jail for listening to sounds, illegally. )

Plese don't assume I support it, it was meant of as more of a joke than a serious 'you should download torrents'. No I don't think torrents are cool, and hell I don't even use torrents, and if i do its a last resort to get a must have cd I cant find anywhere else. (which i did recently only because the band i wanted was a german band and I tried several cd stores with no luck, and I went to their official site to see if i could leave a donation anywhere, coz I felt really bad about it, and unfortunately i couldn't) =(
But I shall refrain from saying it in future, whatever.

Meh,I've seen someone before with Open Canvas. The lines were really messy and st00f,so I feel comfortable with GIMP.

The lines are only as messy as the artist.
For example, my avatar was made in Open Canvas. The only messy part on it is the top of the head.
