If you want to learn vector art, better use adobe illustrator.
If you want to learn pixel/bitmap art, better use adobe photoshop.
Flash is better for making animations, websites, and games.
Look for the pricing at adobe.com, it is around $700. Best to use CS3 pack or above. Don't buy somewhere else because you might pay a lot for illegal software.

The right flash for that is called Fireworks. ;)
Seriously, these kind of non-interactive, short, looping animations are a breeze to do with Fireworks. And here is the sweet part: the latest CS4 version costs $300 - much cheaper than any of the apps mentioned above.
(Edit: I've downloaded one animated gif (http://fc07.deviantart.com/fs43/f/2009/122/a/8/crystal_rave__pic_15_by_dexexe1234.gif) from the first comic; opened with Fireworks, it's only four frames long! Piece of cake.)
I need to use both Flash and Fireworks for my job, and if I were to do an animated comic like that, I'd get it done in Fireworks.
Either way you choose, I'd recommend downloading the trial first, to see how you feel about the app before spending any money on it.
Good luck! :)

Yes, Adobe Flash is very expensive. Personally I have not worked with any of the Adobe versions of Flash so I don't even know if it is worth it. I did not like Macromedia Flash at all.
Microsoft is developing an alternative to Flash called Silverlight.
LINK (http://beta.silverlight.net/)
Personally I like it better than Flash. I think it runs faster, more or less. I don't know too much about it right now. I have not developed in Silverlight yet but I intend to soon. Silverlight is free to anyone who has a legal copy of a Microsoft Windows operating system.
You just need to download and install a few things.
It is a nice, and MUCH CHEAPER alternative to Adobe Flash.

Silverlight can't be used to draw anything. Silverlight is not spread wide yet, unlike flash that already got 98% of everyone's computer. I cant run silverlight app in my dusty old windows XP. Microsoft also have tendency to make softwares that obligated to update and no downgrade, it quiet ftl for developers that don't want to learn another stack of documentations.

Bunni is made in Flash :) so i like Flash!
You can learn to program in it, draw and animate also. It is quite versatile.
You can download it and use it for 30 day for free. Try it and see if you like it first.
If after 30 days you find you are using it a lot it might be worth getting.
The student version costs a lot less than the professional version (you can also try to con your school into buying it also).

And you need an email for that account, which will soon have spam, so then you open another email account.
